IMR-2


IMR-2 is a useful mechanism to help Agency Operating Units analyze and coordinate program policies - including facilitating their implementation - by providing strategic planning, monitoring and reporting support. It is a pre-competed contract that enables USAID's Washington-based operating units and field missions to use a simplified four-step contracting process to access a wide range of expert rapid technical assistance to support "managing for results" initiatives. As an illustration of potential future applications, IMR-2 has already supported Operating Units by providing rapid access to short and long-term assistance in the following areas:

  • Training and technical assistance to apply USAID policy at the operational unit level:
    IMR-2 has provided assistance to Missions in Data Quality Assessments, Performance Management Plans, Indicator Development, Training on RH/PF legislative and policy requirements, and Certificate Evaluation Training. IMR-2 has also supported Washington-based operating units to revise Common Indicators and Mission guidance, facilitate strategic planning workshops and redesign training materials.
  • Analysis and forum facilitation support of USAID policy development and application:
    IMR-2 has provided assistance in editing the revision of ADS 201; developed agendas and facilitated foreign policy development forums, including the Mission Directors’ Conference in 2005 and 2007; developed strategic budgeting models for Bureau of Global Health; and assisted in drafting topical papers, including M & E in Post-Conflict Societies, the International Development Strategy, and Program Component narratives based on Mission reporting for FY04.
  • Technical Assistance for Reporting and Information Management Support:
    IMR-2 has supported the writing/editing of Frontlines and Telling Our Story, final preparation and submission of FY2004 PAR and PAR addendum, drafting and review of FY05 Annual Report for USAID/Angola, and making recommendations on monitoring procedures on Family Planning compliance issues.
The contract is valid until March 2010.
