MSI Projects


In October of 2006, MSI began a multi-year project providing program support services to USAID/Angola. MSI currently supports the Mission’s efforts in project and program design, planning, monitoring, evaluation and management.

Angola Program Support

Angola recently emerged from over four decades of pre- and post-independence conflict that severely impacted the country’s population, infrastructure, social service delivery institutions and private sector development. U.S. foreign assistance seeks to help Angola make significant progress towards recovery and reconstruction and realize its full potential. In support of these goals, MSI began work in late 2006 to provide program support services to USAID/Angola.

Drawing on its depth of experience in strategic management and performance improvement, MSI responds to requests from USAID/Angola for assistance with specific technical and management tasks in one of the following eight areas of focus:

  • Analysis and writing to support the preparation of the Mission’s Operational Plan;
  • Activity design and development;
  • Development of performance management plans and performance monitoring plans for USAID/Angola and its partners;
  • Project and program-level evaluations and assessments;
  • Communication and outreach to USAID partners and to the general public;
  • Facilitation of new alliances and strengthening of existing partnerships with corporate and other non-traditional development partners;
  • General program and budget support to assist management and operations functions of USAID/Angola; and
  • Provision of expertise in the areas of de-concentration and decentralization in support of activity/project design by USAID/Angola.

Illustrative examples of MSI’s work include facilitating the development of the Mission’s Operational Plan (May 2007), conducting an assessment of the prospects for social development projects and public-private partnerships in the diamond mining areas of the Luanda Norte Province in northeastern Angola (October 2007) and supporting preparation of the Mission’s Performance Plan (November 2008).

MSI has also provided technical reviews of the Missions’ Performance Monitoring Plan and indicator reference sheets as well as conducting monitoring and evaluation workshops for Mission partners and staff tailored to meet participants’ most pressing needs and concerns.

In 2009, MSI anticipates providing support for development of the Mission’s Operational Plan and is exploring options for additional programmatic support. MSI’s work with the USAID/Angola is scheduled to run through September of 2009.
