Providing MEPI Monitoring and Evaluation Support
The State Department’s Middle East Partnership Initiative (MEPI) contributed $530 million to more than 17 countries and territories during the past eight years.
Since January 2006, MSI has worked with MEPI to monitor and evaluate some of the 600 projects funded by MEPI.
MEPI assists in expanding political participation, strengthening civil society and the local laws, empowering women and youth, creating educational opportunities, and fostering economic reforms throughout the Middle East and North Africa.
MSI’s management support has included an on-line database and performance reporting system. The secure, web-based database is an interactive management information system designed to provide MEPI senior management and staff with quick and easy access to the full range of information on all past and current projects.
MSI has also assisted in creating a monitoring and evaluation (M & E) toolkit. This kit provides financial standards and guidance to MEPI staff. It includes instructions and templates for developing statements of work required by the government for all assignments, results monitoring plans, visits to field work, and checklists for financial controls.
MSI conducted a number of independent evaluations and reviews of programs. The evaluations provide an in-depth analysis of program designs, implementation and results not available through standard quarterly reporting. Since 2006, MSI has conducted more than 15 evaluations and performance reviews of more than 90 MEPI programs.
MSI supports MEPI on eight Award Facilitators (AF), which provide effective and timely management of government grants. The MEPI Indicator Handbook, an MSI resource, provides help for developing statements of work and determining appropriate performance indicators for projects such as rule of law, access to education, advocacy and governance.
MSI has conducted a series of workshops in the field for MEPI grantees and regional offices. And in March 2010, MSI conducted two days of training for MEPI staff on results-based management and the process of government requests for application.
