Honduras - Greater Transparency & Accountability in Governance
Funded by USAID, the Greater Transparency and Accountability project (GTAG), worked in 31 municipalities throughout Honduras to improve municipal service delivery and management capacities while strengthening citizen participation and greater citizen control of local government operations. The project also worked at the national level with government agencies and civil society to fight corruption. The project began in 2004 and ended in March of 2009.
Project accomplishments included:
- Developed a series of tools for municipal authorities and citizens to improve service delivery and generate greater responsiveness to citizen concerns;
- Implemented a program to ensure greater transparency and accountability to transfer responsibilities from one municipal administration to another;
- Assisted the national audit agency to develop the capacity of its offices for municipal audit;
- Worked with community based civil society organizations to enhance their participation in ensuring local government transparency and effectiveness in service delivery;
- Through technical assistance efforts, helped increase tax collection between 50%-85%;
- Participants were able to learn about holding public municipal council meetings, publicly awarding contracts and acquisi¬tions, establishing transparency committees, participating in social audits and publishing all information related to budget and planning; and
- Created a pilot one-stop shop for local government licensing that was generated on the basis of a public-private partnership.
The project improved the capacity of municipalities to perform service delivery, management of revenues and administration of operations. It also enhanced the capacity of citizens to ensure greater transparency and accountability of their municipal governments.
