MSI Projects


IMR-2 is a useful contracting mechanism to help USAID coordinate program policies and facilitate their implementation. As a pre-competed contract, IMR-2 can provide rapid assistance to USAID Bureaus and Missions. One of MSI’s many assignments is to support several high-profile communication activities for the Bureau for Legislative and Public Affairs. For instance, the Telling Our Story program informs the American people of the impact of development and humanitarian assistance programs.

Global - Integrated Managing for Results Project (IMR-2)

IMR-2 is a pre-competed contracting mechanism that allows USAID to access a wide variety of expert, rapid support for initiatives that improve "Managing for Results." MSI can provide short- or long-term support to help USAID coordinate program policies and facilitate their implementation. For operating units based in Washington or overseas, MSI can support efforts in the areas of strategic planning, evaluation, monitoring, and reporting. The focus of all IMR-2 projects is to improve the management of programs in order to produce tangible, measurable results.

Since September 2004, MSI has completed fifty-one assignments for USAID through IMR-2, and another eleven assignments remain in progress. Examples of successful efforts include:

  • Training USAID staff in the application of USAID policy. MSI’s Certificate Program in Evaluation is an intense course in which participants receive classroom training and conduct field research to produce a program evaluation report. This three-phase course has been offered to USAID staff in Washington and at various Missions. After the training, participants are better able to manage programs under their supervision.
  • Monitoring and Evaluating Support. MSI has conducted Data Quality Assessments, supported the selection of indicators for projects, and developed Performance Management Plans to help USAID manage its programs more effectively. MSI provided assistance to Washington-based operating units as they revised Common Indicators and Mission Guidance. MSI has also helped design and conduct evaluations of large-scale programs.
  • Support and Facilitation for USAID policy development. MSI has facilitated numerous strategic planning workshops, created strategic budgeting models for the Bureau of Global Health, and developed agendas for significant Agency events, such as the Mission Directors’ Conference. MSI has also assisted in drafting topical policy papers, including Monitoring & Evaluation in Post-Conflict Societies, the International Development Strategy, and Program Component narratives based on Mission reporting for fiscal year 2004.
  • Strategic Communications and Information Management. MSI has worked with the Bureau for Legislative and Public Affairs to support the writing and editing of the Agency newspaper, Frontlines and Telling our Story. These publications inform wide audiences of the impact of U.S. development and humanitarian assistance programs. MSI has also drafted and reviewed the Annual Report for USAID/Angola for fiscal year 2005, and supported the final preparation and submission of the Agency’s Performance and Accountability Report for fiscal year 2004.
