Georgia – Public Administration Reform
Through funding provided by USAID, MSI is working in partnership with the Academy for Educational Development in Georgia to improve the effectiveness of government. The Georgia Public Administration Reform project began in late 2006 and assists the Government of Georgia in promoting public administration reforms, which are needed in order to develop a more effective and accountable civil service that meets institutional objectives and public service needs of the population. The MSI project has had enthusiastic support from USAID/Georgia Mission, the U.S. Ambassador and counterpart organizations.
The project is in its final year and is successfully working in partnership with a number of Georgian Ministries. MSI experts have provided assistance in:
- Advising the Public Service Bureau, the Government’s central civil service agency, with laying the ground work for developing civil service reforms and a functioning Human Resource Information System;
- Strategic planning efforts within the Civil Registry Agency and the Tourism Bureau of the Autonomous Republic of Adjara;
- Building effective Human Resource systems in several key agencies;
- Developing communication strategies for the Office of the Public Defender and the State Ministry on Conflict Resolution Issues;
- Conducting an organizational assessment of the Georgia Public Broadcaster; and
- Training members of civil society service providers in Human Resources and Management Training skills so that they may effectively deliver these services to the Government without outside assistance.
The project is scheduled to continue through 2009.
