Department of Labor Monitoring and Evaluation, Experts Training Program
This requisition procures the services of Management Systems International (MSI) to perform the following tasks and activities:
- Work with OFR staff and partners to develop new Strategic Planning and Performance Monitoring (SPPM) systems that have a clear, logical framework and credible indicators and monitoring plan. MSI shall include the following projects in this effort:
- Africa sub-regional HIV/AIDS (Benin, Ghana, Togo)
- Eastern Africa industrial relations (Kenya, Tanzania, Uganda)
- Malawi HIV/AIDS education
- Morocco industrial relations
- Mozambique HIV/AIDS
- Namibia HIV/AIDS
- Belize HIV/AIDS
- Guyana HIV/AIDS
- Bangladesh legal center
- Cambodia HIV/AIDS
- China rule of law
- Pakistan/Philippines workforce development
- Vietnam industrial relations
- Vietnam employment disabilityWork on these SPPM systems may include field missions.
- Work with OFR staff and partners to refine and finalize already-existing Strategic Planning and Performance Monitoring (SPPM) systems. MSI shall include the following projects in this effort:
- Kenya labor law
- South Africa veterans employment
- Bolivia occupational safety and health
- Bolivia mine safety and health
- Caribbean industrial relations
- Colombia women’s employment and industrial relations
- Cambodia labor dispute resolution
- Cambodia garment sector monitoring
- Indonesia industrial relations
- Nepal bonded labor
- Vietnam employment services
- Vietnam social insurance
- Worldwide global campaign Completion of work on these SPPM systems will mostly entail desk reviews of documents produced by field staff.
- Develop and deliver advanced training in performance monitoring that will produce an in-house cadre of SPPM experts in ILAB/OFR capable of developing and assisting others develop effective SPPM systems.
- Develop and manage a global survey to assess progress against ILAB’s GPRA goal 3.4B: "Improved living standards and conditions of work in developing and transition countries…" and baseline data gathered in September 2002 by MSI (the survey will be administered in the field by project staff).
