Morocco Monitoring & Evaluation Services Contract
In 2005, MSI began to provide monitoring and evaluation (M & E) services and broader programmatic support to USAID/Morocco. The support from MSI helps the Mission to improve its strategic planning and management processes. This in turn allows the USAID staff to facilitate improved monitoring and evaluation with its partners and ultimately improve program delivery.
MSI is providing support in the following ways:
- Assisting with preparation of the Mission’s strategic and operational plans;
- Setting up more effective performance management systems, including supporting data integration into the portfolio review process and facilitating reviews of teams’ performance;
- Leading teams in the process of developing and updating Performance Management Plans and meeting requirements for USAID’s new common indicators;
- Conducting data quality assessments to ensure that the Mission meets its requirements, addresses audit vulnerabilities, and produces data that is reliable for management purposes; and
- Working with implementers and stakeholders, as necessary, to ensure that their monitoring and evaluation systems are also effective.
In 2007, MSI has noted several important accomplishments, including:
- The project team has been instrumental in strengthening the Mission’s performance management system, with particular emphasis on integrating performance data in management systems and processes;
- MSI has developed practical approaches and tools to help the Mission meet new USAID requirements A number of these tools have the potential for broader applicability;
- The project has assisted the Mission in setting up more effective portfolio review processes. MSI recently initiated and led the facilitation of a review of program performance by Strategic Objective teams and implementers.
- The project has also worked with a variety of implementers and stakeholders to establish effective M & E systems both internally within the Mission and externally with partner organizations. This will also facilitate more effective decision making among the partner organizations;
- MSI recently conducted M & E training sessions for members of the Moroccan Parliament. Prior to the training, Parliamentarians viewed these systems as an externally imposed requirement. However, as a result of this training, they realized the importance of setting up effective systems for their own management needs.
This project is scheduled to end in July 2008. In the final phase of the project, a key goal will be to strengthen the internal capacity of the USAID Mission in to use M & E systems. This increased capacity will help ensure that effective systems are in place to help guide future management decisions.
