Scaling Up & Engaging Marginalized Populations
Since 2003, MSI has been developing, implementing and documenting effective approaches for scaling up successful innovations by government and non-governmental organizations (NGOs) in the fields of reproductive health, HIV/AIDS, childhood education, public administration reform, national capacity building, results-based management, and monitoring and evaluation.
Scaling up can include widespread dissemination of a new technique, prototype product or process innovation. It can mean “growing” an organization to a new level or translating a small-scale initiative into a government policy. MSI first developed a methodology for scaling up based on fieldwork conducted in Mexico and Nigeria with NGOs in the reproductive health sector. We then extended our work to support the scaling up of successful reproductive health sector pilot projects in India. In the area of HIV/AIDS, we worked with local NGOs involved in workplace education on prevention, care and treatment.
We are also working with the Wolfensohn Center for Development at the Brookings Institution on Scaling Up early childhood education in developing countries. The Wolfensohn Center has also recently released a working paper titled, Scaling Up: A Framework and Lessons Learned for Development Effectiveness From Literature and Practice, which builds on and cites MSI's Scaling Up framework.
We have also disseminated our knowledge on this approach to others in the donor community through the publication of Scaling Up – From Vision to Large-Scale Change - and through more than 20 public presentations, conferences, and international panels.
The Scaling-Up framework has three phases; 1. Creating a strategy for scaling up, 2. Advocacy and outreach, and 3. Implementation and tasking to facilitate implementation. Some of our tools have been widely recognized, such as our scalability assessment tool. It is a strategic framework for pro-actively managing Scaling Up, not simply analyzing it.
Our Scaling Up work also delves into the realms of national capacity building and reform through governmental innovation. Our work in Iraq and Georgia has focused on management and training of civil servants to develop a more effective and accountable government that meets institutional objectives and public service needs. Through various training workshops, the Capable Partners Program aims to strengthen the organizational and technical capacity and sustainability of NGOs in developing countries.
Other areas of our Scaling Up work focus on helping organizations or government agencies to streamline specific areas of need by establishing a performance measurement framework. With MSI’s assistance, management and staff at the U.S. State Department’s Middle East Partnership Initiative are utilizing a comprehensive project monitoring and evaluation system that allows them to more effectively manage projects, and measure and report on results.
We approach successful scaling up by ensuring the following aspects:
- Reach: Achieving the desired scale in terms of population, coverage, demographic;
- Effectiveness: Impacting on key outcomes measured by indicators;
- Efficiency: Making the scale affordable - cost per beneficiary v. total cost;
- Sustainability: Monitoring political, financial and institutional factors; and
- Equity: Reaching the hardest to reach; the underserved, unserved, marginalized, rural areas and the poorest of the poor.
