Strategic Communications

Strategic development communication is an important component of a project's long-term success. It is increasingly recognized by the donor community as a fundamental element of a project's successful design and implementation. Whether helping to communicate to citizens the benefits of an anti-corruption program or health care reforms, for instance, or describing a project's success, several communication elements are critical. The target audience, timing, message and tactics for all communication must be carefully designed and measured.

MSI is uniquely positioned in this field, having assisted USAID over the last four years with revamping its global communication efforts (Development Outreach and Communications program). We have also worked extensively with governments and local citizen organizations worldwide to undertake public education and outreach campaigns.

We have developed a 7-step management approach which ensures that development projects are designed with communication factored into the planning at its earliest stages. This is built on our understanding that the success of government programs and policies is contingent on public knowledge and understanding of, and support. Two-way dialogue is critical, as is the empowerment of citizens and civil society to access information and play a pro-active role in policy formation and government decision-making.

Our 7-step management approach:

  • Define the strategic objective
  • Identify the target audience/s
  • Measure current attitudes toward the issue or reform
  • Develop key message/s
  • Develop the products, tools and tactics to communicate
  • Implement strategy activities
  • Evaluate and revise
