Public Sector Management
Effective central government institutions are at the core of sustainable development, national stability and human progress. MSI assists central governments to improve the management, administration and performance of Ministries and Executive Agencies by making needed improvements in systems, skills, organizational structures and incentives.
- Capacity Building and Reform of Ministries. MSI has developed tools and approaches for assessing and improving the performance of government ministries and departments. These include specialized methods for aligning systems and structures with legislative mandates and administration priorities; business process reengineering; capacity development; employee and stakeholder participation; and performance management.
- Rebuilding Public Administration in Post-Conflict and Fragile States. MSI specializes in rebuilding and reform of executive branch institutions and public management capacity in countries rebounding from conflict or chronic mismanagement. As prime contractor for major public management efforts in countries as diverse as Iraq, Afghanistan, Georgia, and Sierra Leone, we have assisted a wide range of countries to design and implement comprehensive programs in ministerial capacity building, civil service reform, public management training, policy management, leadership development, performance monitoring, donor coordination, and government integrity.
- Civil Service Reform. MSI advises and assists countries to reform their procedures for hiring, retaining, training, motivating, certifying, compensating and assessing civil servants. This often takes the form of helping those governments to draft, build support for, and implement modern civil service laws, regulations and oversight organizations.
- Results-Based Management. MSI is a leader in the application of results-based management to public sector organizations in the United States and abroad. Our interventions help organizations set clear objectives and plans, ensure commitment to those objectives across a range of stakeholders, establish meaningful metrics and monitoring systems, link budgets to performance, organize work teams and incentives to reflect organizational priorities, and establish systems for public outreach, dialogue and accountability.
