Decentralization
MSI’s decentralization activities have assisted countries in transferring power to popularly elected local, regional, provincial, and municipal governments worldwide. This experience has included interventions to:
- improve service delivery;
- enhance transparency and accountability;
- improve planning, performance monitoring and measurement, and evaluation functions; and
- help government effectively serve the interests and respond to the concerns of its constituents.
For example, in Honduras, MSI works in nearly 40 municipalities to build municipal service delivery and management capacities while strengthening citizen participation and citizen oversight of local government operations. Our extensive work to promote and strengthen decentralization initiatives is not limited to Honduras but also includes on-going projects in Colombia, Iraq and Mali and recent projects in Sierra Leone, Uganda and Bulgaria.
With program activities designed with respect to each primary component of power, MSI’s decentralization portfolio includes initiatives aimed at the three dimensions of decentralization: the political, the financial, and the administrative.
