MSI examined 16 USAID conflict and fragility programs in three countries affected by high levels of organized crime (Democratic Republic of the Congo, Guatemala and Nigeria) to collect anecdotal evidence and identify lessons from Mission experience. The research helped generate a set of general principles and options for the role and activities of development organizations with respect to organized crime in fragile and conflict-affected states.
