Public Sector Management and Decentralization

We are advancing public sector management and decentralization by combining extensive experience with research and tools to bring effective services and approaches to our work.

Within organizations, we work from the individual to organizational level, offering services in training, leadership development, team building and change management, strategic planning and process re-engineering.

We embrace the complexity of the systems in which change takes place, and with our advancing policy and institutional change (APIC) framework, we embed political economy analysis throughout design and implementation.  This ensures that our work is rooted in a current, nuanced understanding of the interests, values, and influences involved.

Thinking and working politically is built into our DNA. We work hand-in-hand with local partners to spark momentum for reform by identifying opportunities that are politically feasible in the near term, while continually working to expand space to allow for broader reform over time.

Each engagement is tailored to the context using tools that include:

  • Stakeholder analysis mapping
  • Reform complexity checklist
  • Scalability assessment
  • Messaging refinement tool, and
  • Municipal capacity assessment Tool (M-CAT)

We can also apply the democracy and governance organizational capacity assessment (DRG OCA) and the 4D (Four Dimensional) approach to organizational performance improvement. This addresses change at the individual, team, organization and system levels.
