Dr. Kevin Warr is an experienced development professional with over 20 years of experience including designing, implementing, managing and evaluating USAID programs. He is a skilled evaluator and leader in the field who combines a keen technical understanding of current monitoring and evaluation practices with a track record of successful project implementation. Kevin has designed and taught performance management and evaluation courses for USAID throughout the world as well as designed and led performance evaluations in the fields of energy, water and governance. A veteran of USAID’s Energy Team, academia, non-profit and for-profit development organizations, Kevin now serves as a practice area lead for the Strategy, Evaluation and Analysis practice. Kevin holds a bachelor’s degree in political science from Wheaton College (IL), a master’s degree in international affairs from the George Washington University and a doctorate in international relations from American University in Washington, DC.
