Supporting Assessment, Monitoring and Evaluation for the U.S. Department of Defense

The U.S. Department of Defense (DoD) is launching its first assessment, monitoring and evaluation (AME) program for security cooperation.

DoD awarded MSI, a Tetra Tech Company, a $300 million, multiple-award contract to provide AME services to help strengthen alliances with strategic partners across the globe.

We were also awarded the first task order to provide the Office of the Under Secretary of Defense for Policy and Defense Security Cooperation Agency with technical expertise to support U.S. security cooperation planning. We will help Geographic Combatant Commands develop logical frameworks, theories of change and performance indicators as they determine the best partnering and capacity building engagements with critical U.S. Allies around the world.

Working alongside partners Sabel Systems and Guidehouse, we will use advanced analytics and innovative techniques to acquire data and provide in-depth evaluation on the effectiveness of various programs. Building an advanced data-driven program will allow for more accurate and timely monitoring of any gaps in partner nations’ institutional capacity, especially in areas of policy, logistics, resource and human capital management.

MSI is a leading provider of monitoring and evaluation services worldwide. We currently manage 14 monitoring and evaluation platforms for USAID Missions worldwide, including for the E3 Bureau based in Washington, D.C. and the Middle East and North Africa Bureau, and conduct evaluations of ongoing and future compact and threshold programs for the Millennium Challenge Corporation. We have also conducted third-party monitoring for the World Bank’s Afghanistan Reconstruction Trust Fund.
