Jason Schwarz joins MSI as Technical Director in the Rule of Law and Government Accountability practice. Prior to joining MSI he was with Tetra Tech DPK in San Francisco for over 17 years with a focus on rule of law, government accountability, and civil society strengthening. Jason has designed and managed projects for the Department of State, USAID, Asian Development Bank, and the World Bank. He held long-term project roles in Bulgaria, Burma, Georgia, Serbia, and West Bank & Gaza and was technical director of projects in Albania, El Salvador, Guatemala, Haiti, Jordan, and North Macedonia. As Deputy Chief of Party of the USAID/Burma Promoting the Rule of Law Program, he led capacity building programs with courts, prosecution offices, legal aid organizations, and advocacy CSOs.

For Tetra Tech DPK he served as Senior Legal Advisor on the USAID/Bulgaria Open Government Initiative. Outside of Tetra Tech, he served in-residence as a commercial law advisor for a USAID/Bulgaria project with BearingPoint and for a USAID/Serbia project with Cardno Emerging Markets Group. Jason practiced commercial law before entering the development field and most recently served as Executive Director for a legal aid organization in California dedicated to promoting access to justice for disadvantaged populations. Jason holds a bachelor’s degree from UC Berkeley, a JD from UC College of the Law, San Francisco, and a Masters Degree in Justice Management from the University of Nevada, Reno.
