  • Contract Number 19AQMM21D0130 – Office of Overseas Building Operations Cleared American Guards and Construction Surveillance Technicians

The Bureau of Overseas Buildings Operations (OBO), Directorate of Construction, Facilities and Security Management, Office of Security Management is responsible for the development and implementation of the Construction Security Program at the Department of State (DoS). The purpose of this contract is to provide Site Security Personnel (SSP) to assist the Office of Security Management (SM) in accomplishing its mission of providing security at overseas construction sites, facilities, and storage areas.

  • Contract Number 19AQMM21D0150 – Office of Overseas Building Operations Architecture and Engineering Oversight

The objective of this IDIQ Contract is to obtain the full range of engineering and administrative expertise necessary to assist and support the State Department’s Office of Construction Management (CM) in its effort to build and renovate diplomatic facilities abroad. The range of services required spans engineering expertise to administrative and support services with skill sets and experience that match CM’s need for engineering services in support of CM diplomatic construction projects. Qualified personnel shall be provided in the following disciplines: Architect, Civil Engineer, Mechanical Engineer, Electrical Engineer, Project Controls Engineer, Civil Inspector/Technician, Mechanical Inspector/Technician, Electrical Inspector/Technician, Safety Inspector/Officer, Construction Manager, and Field Technician/Tradesman. Candidates must have a minimum of seven (7) years of experience working on active construction sites. Candidates proposed for Field Tradesman/Tradesman labor category must have a minimum of seven (7) years of experience working on active construction sites. Design office experience does not count toward the minimum experience. The contractor must be able to fill these positions for the duration of the task order and must be able to maintain a pool of qualified alternates to minimize delays in providing qualified employees to man the positions in a timely fashion. In addition to the disciplines listed above, there may also be requirements for subspecialty expertise such as quality control, concrete production, etc. The Government may adjust the credential and experience requirements for the particular specialties required.

Contract Number 95332419A0014 – Monitoring and Evaluation Blanket Purchase Agreement

The purpose of this blanket purchase agreement (BPA) is to allow MCC to quickly and efficiently engage independent monitoring and evaluation firms to independently evaluate projects. Any call order issued against this BPA will be either time-and-materials (T&M), labor-hour (LH), or firm fixed price (FFP) type orders.

Contract Number HQ003419D0025 – Defense Security Cooperation Agency Assessment, Monitoring and Evaluation, Functional Category 1

The overall objective of this acquisition is to provide the DoD with services to support implementation of the Fiscal Year (FY) 2017 National Defense Authorization Act (NDAA) Reforms to Security Cooperation programs and activities. These services include, but are not limited to, the following categories/sets of activities:

  • Supporting program management of security cooperation programs and activities.
  • Designing and implementing a variety of short- and long-term evaluations of security cooperation programs and activities.
  • Supporting partnership assessments of partner capability requirements.
  • Supporting performance monitoring of security cooperation programs and activities.
  • Developing and providing training on security cooperation topics.
  • Providing short-term and/or long-term subject matter expertise to support Geographic Combatant Commands (GCCs) and other DoD organizations and components.
  • Supporting planning, designing, and implementation of institutional capacity building and defense institution-building programs and activities in partner nations.
  • Providing general technical assistance including consultation/advisory services.
  • Supplying support staff augmentation to organizations with security cooperation responsibilities as necessary.
  • Contract Number 7200AA19D00031 – Office of Transition Initiatives Support Which Implements Fast Transitions (SWIFT) 5

The objective of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide USAID’s Office of Transition Initiatives (OTI) with the means to support U.S. foreign policy objectives by catalyzing local initiatives to advance stability, peace and democracy in response to complex political crises. OTI’s program team, comprised of OTI and Contractor personnel, will work on the ground to seize emerging windows of opportunity to provide adaptive and agile programming in countries or regions. To accomplish this, the SWIFT 5 IDIQ will be structured around two service areas/components: 1) Implementation of Transition Programs (SWIFT-Programs); and 2) OTI Program Operations Long-Term Technical Assistance (LTTA) Support (SWIFT-Support) – restricted to Small Business Set-Aside.

    • Colombia Transforma 3 (T3)

This program will seek to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country’s biggest problems to include rural insecurity and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post-accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

  • Contract Number 7200AA23D00011 – Programming for Prevention and Peacebuilding (P4P2)

The purpose of this IDIQ contract is to provide USAID with the means to implement programs that assist with: (1) preventing the outbreak, escalation, or recurrence of conflict and violence; (2) promoting peaceful, resilient societies; (3) adapting USAID’s traditional development work to account for its effects on conflicts; and (4) expanding USAID’s peacebuilding and stabilization capabilities. The goal is to improve development outcomes in fragile, conflict or violence-affected countries.

  • Contract Number 72016724D00005 – Balkans Regional Program Support Activity

The goal of this five-year contract is to support teams in USAID Missions in the Balkans in meeting information needs to make informed program management decisions, as well as to provide substantive support with qualitative, quantitative, and analytical information to assist in assessing and evaluating the efficacy of projects being implemented to continually improve quality and achieve development objectives. Additionally, this contract will further enable Missions to coordinate, collaborate, and achieve strategic priorities and objectives tailored to each country’s requirements.

  • Contract Number CW1425589 – Partnership Initiative
  • Contract Number 72051924D00007 – Central America Regional Support Services (CARSS)

The objective of this Contract is to provide USAID Regional and Bilateral Missions within Latin America and the Caribbean with a flexible, streamlined, and total integrated service solution for addressing a variety of issues affecting the root causes of irregular migration from Central America to the United States, particularly those related to economic opportunity, governance and transparency, climate change, crime and insecurity.

  • Contract Number 7200AA21D00024 – Active Communities Effective States (ACES)

The purpose of Active Communities – Effective States (ACES) is to provide technical assistance and advisory services, training, and direct program implementation to support host -country good governance, transparency and accountability.
