Continuing Long Tradition of Support to USAID in Iraq
USAID places great importance on monitoring, evaluation and learning, but conducting these activities in Iraq is particularly challenging.
Security conditions, mass protests and now the COVID-19 pandemic hinder staff mobility and program operations. The country’s intersecting ethnic, religious and gender dynamics pose additional challenges.
To support USAID in this complex operating environment, MSI, a Tetra Tech Company, will implement the Iraq Performance Management and Evaluation Services (PMES) program. PMES, a three-year activity, will work to support USAID in its efforts to improve performance management, make informed strategic and management decisions, and advance USAID learning on development approaches.
We will conduct third-party monitoring (TPM) of projects implemented by other organizations. We will also provide training and learning support services to increase monitoring and evaluation capacity of USAID and implementing partner staff.
This activity continues our presence in Iraq, where we have operated almost continuously for 17 years, including the current Monitoring and Evaluation and Learning Services in the Middle East and North Africa (MENA MELS) and the Governance Integration for Stabilization and Resilience (GISR) buy-in mechanisms.
MSI is USAID’s largest provider of monitoring, evaluation and learning services, and we are currently implementing 13 similar MEL platform contracts. We also have a proven track record of pioneering flexible and adaptive TPM approaches in non-permissive and challenging environments, including in Nigeria, South Sudan, Afghanistan, Pakistan and Yemen.
